All canonical metric definitions confirmed current — no label changes or scope adjustments since last review
If a definition has changed, the reason must be documented and consistent across all audiences
All gaps identified and named aloud — every row where actual falls below plan stated explicitly by the group
The gap must be visible to the full team before anyone begins working on how to present it
Materiality threshold applied — any gap at or above threshold identified for proactive disclosure in Step 4
The disclosure decision is made here, not during the presentation itself
