Not after a mitigation plan is developed. Before. The disclosure happens before the spin, or it isn't disclosure — it's a managed announcement.

EQV Strategy #7 — Review Protocol

→The monthly self-assessment asks one primary question: what did I know this month that I did not disclose within 48 hours? Name it specifically.

→The quarterly facilitator review uses the disclosure log to verify that self-assessment matches behavioral evidence. Disclosures that were made after narrative development are counted as late regardless of timing.

→Cross-reference with the No-Spin Zone Meeting (Strategy #8) — disclosures that belong in the No-Spin format should not be substituted with the 48-Hour written disclosure. The two instruments address different contexts.

→The success metric: the relevant internal audience was informed within 48 hours, before the narrative was fully developed. Score above 80% compliance over a 90-day period is the threshold.
